No, print as much as you need. The college does, however, charge for printing (by the page) and limits the amount of printing debt you can accumulate.
Your Maricopa account will be billed monthly (in the month following print activity). If your accumulated unpaid printing costs total $50 or more, your ability to print will be disabled and you will need to pay the entire amount before being able to print again.
